German diplomat Ralf Horlemann was born in Remscheid on June 11, 1960. Following his secondary schooling, Horlemann attended Munich’s Ludwig Maximilians University to continue his education. He studied political science, international relations, economics, and sinology from 1988 to 1992.
Horlemann cleared the Foreign Office’s selection process and started his higher foreign service preparation training in Bonn in 1992.
After passing the career exams the next year, he began working as a consultant in the Foreign Office headquarters’ East Asia department, a position he held until 1995.
Horlemann was assigned to the Hong Kong Consulate General from 1995 to 1998, where he oversaw political and business matters. From 1998 to 2002, he worked in the Department of the Organisation for Security and Cooperation in Europe (OSCE) at the Foreign Office headquarters after his return.
Afterwards, he was assigned to the German Embassy in Washington, D.C., where he managed the political department’s oversight of transatlantic relations and the Asia-Pacific area from 2002 to 2005.
Horlemann carried on working for the Foreign Office headquarters, where he was appointed deputy head of the department dealing with South Asia from 2005 until 2009.
From 2009 to 2012, he handled economic and foreign energy policy at the German Embassy in Moscow, Russia. After returning to the headquarters, Horlemann led the department responsible for crisis prevention and stabilisation from 2012 until 2015.
Horlemann was the Consul General and Head of the Consulate General in Boston, Massachusetts, from 2015 until 2018. Then, from 2018 until 2022, he served as the Head of the Embassy’s Permanent Representative in Buenos Aires, Argentina.
Horlemann has been leading the Baku Embassy as the Federal Republic of Germany’s ambassador to Azerbaijan since August 2022. Horlemann is a family man. He has a single child and is married.
