Patricia Flor is a renowned German diplomat who was born in Nuremberg on October 19, 1961. She has an outstanding record in international relations and has been the German ambassador to the People’s Republic of China since July 2022.
After finishing high school, Flor started her academic career. She began a traineeship at the Nürnberger Nachrichten in 1981 and worked as an editor and freelance journalist in the United States after that.
She studied philosophy, Eastern European history, Slavic studies, and history to fulfil her passion for learning. She graduated academically as a “Magister” in 1989 and went on to receive her PhD in 1995 following research in Russia and the United Kingdom.
She also has a Master of Public Administration from Harvard University’s John F. Kennedy School of Government.
Flor enlisted in the Foreign Service in 1992, marking the start of her diplomatic career. From 1993 to 1995, she worked in the German Embassy in Astana, Kazakhstan.
From 1996 on, she was stationed at the German Permanent Mission to the United Nations in New York. She presided over the UN Commission on Women’s Rights from 1998 to 2000 while she was residing in New York.
Flor kept up her good work, rising to the position of head of the Foreign Office’s parliamentary and cabinet department under Foreign Minister Joschka Fischer from 2002 to 2006.
After that, she assumed the position of Federal Republic of Germany’s ambassador to Georgia, where she was instrumental in attempting to find amicable solutions to the hostilities in South Ossetia and Abkhazia.
Flor took up her position as the envoy for Central Asia, the Caucasus, and Eastern Europe at the Foreign Office in Berlin once again. She started working closely with Catherine Ashton, the EU High Representative for Foreign Affairs and Security Policy, as the EU Special Representative for Central Asia in 2012.
For her career, Flor has occupied several significant roles, such as leading the Foreign Office’s United Nations Department and acting as the EU’s ambassador to Japan.
