Helmut Halupka was born on October 3, 1948. He was born in Jerichow and he was known to be a German politician with the Social Democratic Party(). He served as a member of the state parliament of Saxony-Anhalt from 1998 to 2002. With respect to education, Helmut Halupka graduated from high school in 1967.
He received a diploma after completing high school and he had vocational training as a mining machinist. Between 1968 and 1972, Helmut Halupka served as an engineer for a business organization. He furthered his education via distance learning and successfully completed it in 1973.
He earned a degree in economics. Helmut Halupka served as a planning manager with a company till 1977. Later between 1978 and 1984, he got employment as an economic director.

He was married and had one child. He also worked with the Keisbau company (now Hoch- und Tiefbau GmbH Genthin) as operations director. He became the managing partner of Keisbau company in 1990.
He was honored for his services to German rabbit breeding
Helmut Halupka joined the SDP in 1989. He was a member of the Jerichower Land District Council from 1999 to 2014. He served as the first deputy district council chairman.
Helmut Halupka was also a city councilor in Genthin from 1994 and chairman of the SPD city council group there. He served as a member of the state parliament from 1998 to 2002. Emphasis needs to be placed on the fact that Helmut Halupka represented the Genthin constituency and was a member of the Housing, Urban Development and Transport Committee.
He also served as the Chairman of the district association of allotment gardeners, settlers and small animal breeders from 1974 to 1990. He was honored for his services to German rabbit breeding and then appointed master of the Central Association of German Rabbit Breeders.
Helmut Halupka was the first breeder in the Jerichower Land and the tenth in the state of Saxony-Anhalt out of around 3,000 members to be honored with this title. In 1968, Helmut Halupka became a member of the G 142 Jerichow pedigree rabbit breeding club.
