Gian Carlo Muzzarelli, born on June 22, 1955, in Modena, Italy, is an Italian politician who currently serves as the mayor of Modena.

Muzzarelli, who has an accounting degree, began a successful political career at a young age.

Muzzarelli first entered politics at the age of 30 when he was elected mayor of Fanano. From 1985 to 1990, he held this role. During the same time, he was a councillor for Agriculture, Tourism, and Planning in the Frignano mountain community.

Muzzarelli then served as a councillor for the province of Modena from 1990 until 1999. During his tenure, he was in charge of a number of major portfolios, including Health, Social Services, Tourism, Culture, and Volunteering in his first term, and Territorial Planning, Environment, and Civil Protection following the 1994 administration elections.

Muzzarelli was elected to the Legislative Assembly of the Emilia-Romagna Region in 2000, and he was re-elected in 2005 for a second term. He presided over the Territory and Environment Commission for ten years.

He was appointed regional councillor for planning and territorial development, collaboration with local governments, and organisation in 2009. Vasco Errani confirmed him as a councillor for constructive activities following the 2010 elections.

Muzzarelli resigned from this job after being elected mayor of Modena.

Muzzarelli stood for mayor of Modena in 2014, leading a center-left coalition that included the Democratic Party, the Left Ecology and Freedom Party, the Democratic Centre, the Moderates, and the Italian Communists.

Despite failing to win a majority in the first round of elections on May 25, 2014, he won the runoff on June 8 with 63.07% of the vote, defeating the candidate of the 5 Star Movement, Marco Bortolotti.

Muzzarelli’s administration organised Modena Park 2017, a memorable musical event featuring Vasco Rossi, during his stint as mayor.

With 225,173 attendance, the concert set a new world record for the largest number of paying spectators. Muzzarelli’s efforts were lauded by Rossi.

However, Muzzarelli’s government was not without its difficulties. Environmental organisations and committees criticised the council’s approval of new residential urbanisations in the Vaciglio area.

The decision was driven by the fines that the municipality would have faced if the project had been halted, as specified in the municipal urban plans.

Following the demonstrations, the council limited the building volumes and locations impacted by new home construction.

Muzzarelli was re-elected mayor of Modena in the first round in May 2019 with 53.4% of the vote. He gained support from many parties, including the Democratic Party, +Modena, Sinistra pro-Modena, the Federation of the Greens, and Modena Solidale.

Muzzarelli’s administration drew criticism between 2021 and 2023 for a scheme to create a new logistics centre and a mosque in an abandoned portion of the former industrial region in the “Sacca” district.

The project was criticised for the possible traffic, noise, and pollution it would cause in the metropolitan area.

Following the protests, the proposal was reduced back and new green spaces were included, but environmental organisations found the adjustments inadequate.

The updated version of the project was eventually authorised with only the Democratic Party’s support.
