Biography
Peter Navarro is an American economist who has been the senior counselor for trade and manufacturing to U.S. President Donald Trump since January 2025.
Peter was born on July 15, 1949 in Cambridge, Massachusetts. He received an academic scholarship and graduated from Tufts University in 1972 with a Bachelor of Arts degree. He subsequently spent three years in the United States Peace Corps, working in Thailand.
He earned a Master of Public Administration from Harvard University’s John F. Kennedy School of Government in 1979 and a PhD in economics from Harvard under the supervision of Richard E. Caves in 1986.
He was employed at Harvard’s Energy and Environmental Policy Center as a research associate from 1981 to 1985. The University of California, San Diego, and the University of San Diego were his teaching institutions from 1985 to 1988. He relocated in 1989 to become a professor of public policy and economics at the University of California, Irvine.
Peter lost his bids for the San Diego County Board of Supervisors in 1994 and the City Council in 1993. In 1996, he was the Democratic Party’s nominee for the 49th Congressional District, promoting himself as an environmentalist. However, he lost to Republican Brian Bilbray by a margin of 52.7% to 41.9%. He lost the 2001 special election with 7.85% of the vote when he campaigned to fill the District 6 San Diego city council seat.
President-elect Trump appointed Peter to a newly formed role as director of the White House National Trade Council on December 21, 2016. He was a hardline trade counselor throughout the administration, pushing Trump to enact trade protectionist measures.
Navarro was appointed by Trump on March 27, 2020, to oversee the federal government’s Defense Production Act policy response to the coronavirus epidemic. In this role, Peter supported a wider nationalist agenda together with the home manufacture of supplies linked to the coronavirus.
