New Regulations for Okada Riders in Ghana: Age Limit and Safety Measures Introduced

The Ghanaian government has introduced new regulations for Okada riders as it aimed at enhancing the safety of commercial motorcycle operations. These new rules are purposely meant to safeguard passengers and riders alike.

The updated rules specify that only individuals aged 25 years and older will be permitted to ride commercially.

Transport Minister Joseph Bukari Nikpe emphasized that “our utmost priority is the safety and welfare of the riders and passengers,” during a nationwide consultation meeting that marks the initiative’s kickoff. This meeting brought together key stakeholders, including representatives from the Motor Traffic and Transport Department (MTTD), the Ghana Private Road Transport Union (GPRTU), and the Okada Riders Association, among others.

Reports gathered by Ghana Insider on this current development suggest that, the proposed amendments to the Legislative Instrument (LI) 2180 are designed to formalize the operations of the burgeoning okada service sector, which has become a vital source of employment, particularly for young people in Ghana.

Among the introduced safety provisions are mandatory helmet usage, periodic inspections of motorcycles, and structured rider training programs.

One of the notable stipulations is that riders must belong to a licensed commercial motorcycle or tricycle transport union to operate. Non-compliance will be treated as an offense, subjecting violators to penalties, including fines or possible imprisonment for those operating without the requisite permits.

This initiative reflects the government’s commitment to regulatory oversight of the okada industry while also recognizing its economic significance. As the consultation process continues, further discussions with stakeholders are expected to refine and implement these regulations effectively.

With new rules stipulated by the government of Ghana, Okada and tricycle riders must adhere to the following legislation:

  • Must be at least 25 years old Must possess a valid national ID
  • Must have a commercial rider’s licence issued by the DVLA
  • Must pass a proficiency test (including oral, theory, and eye exams)
  • Must undergo training and be assigned a unique yellow licence plate
  • Must wear a certified protective helmet with a unique number
  • Must provide a helmet for passengers
