Biography
Otmar Bernhard was born on October 6, 1946, in Munich. After earning his Abitur at Munich’s Ludwigs-Gymnasium in 1966, Otmar Bernhard entered politics. He studied law at the Ludwig-Maximilians-University of Munich to fulfill his academic goals, and he graduated in 1975. He was awarded his PhD the following year, with a thesis that examined the building floor market’s restructuring and conformity with the Basic Law.
Bernhard thereafter started working for the Free State of Bavaria in higher administration, setting the stage for a career characterized by public service.
Bernhard worked as the Bavarian State Minister for Federal and European Affairs’ office manager from 1979 until 1987. Because of his dedication to serving the public, he was promoted to deputy managing director of the CSU state parliamentary group in 1988. In 1989, he became a ministerial councilor in the Bavarian State Ministry of Finance.
Otmar Bernhard has been a member of the CSU since 1970, demonstrating his enduring commitment to the party. He held several leadership positions within the party, serving as the deputy chairman of the CSU state parliamentary group responsible for economic, financial, and tax policy from 1994 to December 2005. Additionally, he was the district chairman of the CSU Munich-West from 1999 to 2004.
In 2004, Bernhard took on the role of district chairman of the Munich CSU after Monika Hohlmeier’s resignation in connection with the “Munich CSU affair.” Notably, he is a member of the Mittelstands Union, reflecting his involvement in supporting small and medium-sized businesses.
Throughout his long political career, Bernhard has been a prominent member of the Bavarian State Parliament. He was elected as a member of the Munich-Pasing district on October 14, 1990, and he served in that capacity continuously until 2018. He presided over many investigative committees at this time, exhibiting his dedication to openness and responsibility in government.
In the investigation committee that sought to shed light on what transpired at Landeswohnungs- und Städtebaugesellschaft mbH Bayern (LWS), he was a key player. He served as a member of the Bavarian State Parliament’s Committee for State Budget and Financial Issues from 1990 until November 2005. He was a member of the Committee on Infrastructure, Transport, and Technology until 2018.
On October 16, 2007, Bernhard’s responsibilities expanded as he was appointed Minister of State for the Environment, Consumer Protection, and Health, succeeding Werner Schnappauf. However, his tenure in this ministerial position concluded in October 2008 when Prime Minister Horst Seehofer did not reappoint him to the state government.
In addition to his political roles, Bernhard contributed to the cultural landscape as a member of the Bavarian Radio Broadcasting Council, appointed by the CSU parliamentary group.
His exemplary service and dedication were acknowledged through prestigious awards. On June 20, 2001, Otmar Bernhard received the Bavarian Order of Merit from Prime Minister Edmund Stoiber. State Parliament President Alois Glück awarded him the Bavarian Constitutional Medal in Gold in the Maximilianeum on February 20, 2008.
