Wolfgang Klapper is a renowned diplomat and gifted poet who was born in Leverkusen, Germany, in 1959. He has been the Federal Republic of Germany’s ambassador to the Republic of the Congo since 2020.
Klapper’s scholarly pursuits commenced with his legal education in Freiburg, Munich, and Bonn. His doctoral dissertation, which examined the legal standing of a bill of exchange holder in light of the UN Bill of Exchange Agreement, was awarded by the University of Bonn in 1992.
After that, from 1989 to 1990, he served as a judge at the Dรผsseldorf Administrative Court.
After enlisting in the German Foreign Service in 1990, Klapper began a prosperous career in diplomacy. Among his early postings were positions at the German embassies in Australia, Malawi, and Ireland.
Notably, from 2001 to 2003, he was the deputy head of the Commission for the Conservation of Antarctic Marine Living Resources’ Committee on Administration and Finance while he was living in Australia.
Klapper worked for the Foreign Office in Berlin and Bonn in a variety of roles. In addition, from 2008 to 2010, he headed the Department for Legal and Consular Affairs in Paris, and from 2014 to 2017, he was the deputy ambassador in Algiers.
While serving as Vice President, Director for Regional Security, and Head of the EastWest Institute’s (EWI) Brussels Branch from 2017 to 2020, Klapper conducted “track-2 diplomacy” by implementing dialogue projects, publishing specialised papers, and hosting discussion events.
In 2020, Klapper was named ambassador to the Republic of Congo in honour of his achievements and experience. On February 25, 2021, in Brazzaville, he gave President Dennis Sassou Nguesso his credentials.
In addition to his diplomatic successes, poet Klapper has demonstrated his creative abilities. He is the author of multiple poetry books that include songs, sonnets, and ballads.
